Can public domain be sold or changed.

Do you guys know where can public domain works and where it located?

Can't quite understand your question. Anyone can buy a domain that is not yet registered and the ones that are registered can only be bought if the buyer is selling it. You can try godaddy.com for your domain needs.

If you mean public domain content then it is completely free of charge. You can modify it and then sell it or use it on your own site. No one will object on that one but it is recommended to use modified public content. Else you'll get yourself in the land of duplicate content and you won't be able to drive traffic to it.
