How important is link building?

From SEO point of view how important is link building? It is definitely a tedious job to build links but its really important if you want to increase the PR. So what if I skip link building and work on other SEO stuff, worth it?

Link building holding the popularity of your website among the search engine, which refers to the number of sites pointing to your site. Search engine not only to consider the number of sites pointing to a website, but also the quality of the site.
